Fix project wiki web_url spec

What does this MR do?

Fixes master. The spec doesn't really need to check what the base URL is. It changed from http://localhost to http://127.0.0.1:39025 (I forget what port it was exactly).

Perhaps it is related to the 9.4 deploy or a change in the test environment?
