Hide archived project labels from the group issue tracker

What does this MR do?

This MR ensures we're only retrieving labels from the non-archived group projects.

Why was this MR needed?

Labels from archived projects were showing up in the group issue tracker when they shouldn't.

What are the relevant issue numbers?

Fixes #26389 (closed).
