Add French translations for Cycle Analytics, Project, and Repository pages.

What does this MR do?

This MR add French translation for all translatable page for the 9.3 milestone.

Are there points in the code the reviewer needs to double check?

The translation still needs a second check, but should globally be OK.

Why was this MR needed?

In order to add French localisation to Gitlab.
