Fix syntax error that breaks link to permissions document.
What does this MR do?
Fixes several broken links in the CE documentation
Why was this MR needed?
A link was not working as syntax was wrong. Additionally the link pointed to old documentation and is now updated to the right destination. This was introduced in this commit.
