What does this MR do?

Fixes migrations for older PostgreSQL versions

  • Do not care about error when creating index on PostgreSQL, as the IF NOT EXISTS is supported since PostgreSQL 9.5,
  • Test against PostgreSQL 9.2 to check migrations
