Fixed issue_sidebar_spec.rb click as true click cannot hit the right element and removed sleep

What does this MR do?

Was meant to fix an error experienced in https://gitlab.com/gitlab-org/gitlab-ce/builds/15271503 and removes a sleep. Turns out this was only on that branch, but I figured I'd keep this open as it improves a couple lines.
