Add feature flags for enabling (Upload|Receive)Pack
What does this MR do?
Quoting gitaly#168 (closed)
In order to merge gitlab-workhorse!143 (merged) without breaking anything (see gitlab-workhorse!143 (comment 26500330) and https://gitlab.com/gitlab-org/gitlab-ce/issues/29925), we need to control when these features can be used with flags.
