Projects displaying on UI but no repository information is being displayed

Problem Statement

I have a gitlab version 11.0.09 hosted in gcloud platform. Recently got an issue where on the GUI - all my projects where being listed but when viewing the repository details nothing is showing. Commit history is still visible nothing was changed. We tried couple of things but nothing seems to work.

We then upgraded version to 12.0.09 but issue still persists. When we run the health command all seem to be okay.

Visibility level is set to internal and private for some repos but all have same issue.

I also tried to create a new project/repo and was successfully created and everything is visible. Run out of ideas what could go wrong.
