Layout broken in Chrome and Firefox

Layout is broken / unformatted, see picture: Strange enough it works in Internet Explorer. I already cleared the cache completely.

Possible fixes
It seems like this data-url svg in the css has unescaped chars that confuse the css interpreter?
therefore, the following d-inline-flex
class (and many other classes) is not parsed and applied.
