There should not be a jump discussion button on issues

Summary

• The jump-to-next discussion button on issues reads "Jump to next unresolved discussion" for threaded discussions:

As those threaded discussions cannot be resolved, the button should probably read "Jump to next discussion"

That button should not exist per original designs (https://docs.gitlab.com/ee/user/discussions/#threaded-discussions).

This is also happening currently in the epic comment thread.
