Empty state has focus background with new consistent dropdowns (gl_dropdown)

The empty state with the new consistent dropdowns has a focus background when used with gl_dropdown.

Potential solutions

Seems simple as removing the is-focused class from the .dropdown-menu-empty-link or removing the CSS rule (perhaps both with the new styles).
