use Invisible Recaptcha
Description
Captchas are terrible. They can prevent people from being able to sign up, and are awkward to work into flows like checking tasklist items - see https://gitlab.com/gitlab-org/gitlab-ce/issues/29483
Proposal
Invisible recaptcha is a much better experience for people. In most cases logged in legit users shouldn't get prompted for recaptcha challenges at all. This means we can programmatically trigger spam checks for actions like checking boxes
- update recaptcha gem from v3 to v4
- changing the tag to use invisible
- trigger form submit on success
