Kubernetes service should generate kubeconfig

Currently, auto-deploy has to generate kubeconfig from passed parameters. We could simplify that by generating valid kubeconfig and passing that to Runner.

It should be done by Kubernetes Service and posted as KUBECONFIG or KUBECONFIG_FILE or something similar.
