Are todos overwhelming?

Are some users of GitLab overwhelmed by notifications/Todos?
Hypothesis
I believe notifications often become unwieldy and overwhelming, especially for enterprise users (large projects/teams).
Null
Ideally, users would have 30 or fewer TODOs, the oldest TODO is less than 2 weeks old, and the TODO list was last empty sometime in the last 2 weeks.
Alternative
I believe our current notification model breaks down when users have 40+ TODOs, with a TODO older than a month, and the TODO list hasn’t been empty for 2+ months.
Method
Sample current users (ideally, we would be able to sample users broader than just GitLab.com. But GitLab.com might be a good place to start)
Query:
- Number of TODOs
- Age of oldest TODO
- Date of when TODOs was last empty
Impact
If we prove the alternative hypothesis, we should explore ways to help our users manage their TODOs, depending on the average number of notifications. Potentially consider a qualitative study if we are unsure of how to solve the problems. May need help determining what type of users are overwhelmed to help solve the problem.
