Dropdown on new issue always drops up

The dropdown always drops up on new MR's and new issues. Plus it jumps like a crazy person.

For note: This is intentionally done by @fatihacet for the these following issues

  1. when you open a dropdown you have to scroll bottom
  2. when you click somewhere else dropdown closes and page jumps to top SIuJ
