Using the `/close` quick action with "comment & close" shows issue closed twice

Steps to Reproduce

• Create a new issue
• Write a slash command to a comment to close off the issue
• Submit the above comment using "Comment & close issue"

Expected Results

• Only one system note for issue closure created

Actual Results

• Two system notes for issue closure are created

• Along with two events
