Edit issue load performance is terrible for large customer

Since 8.6 a large customer is experiencing horrendous load times when some users try to edit an issue. I suspect this is due to the user being involved in a large number of projects (1,000's) and trying to check permissions for the move issue dropdown. I asked the user to run a benchmark on some methods we're using to build that dropdown so I will have more data to back this up soon.
