Set GitLab host in user config and use for all plugin URIs
What does this MR do?
A backstage change, this MR lays the foundations for setting the GitLab instance host in the user config, and making use of this for all URIs (rest and graphql) throughout.
This MR does not expose this option in the UI - this will be made available in a follow-up MR
