UI Refresh - use full-width sections
What does this MR do?
UI styling/layout updates in preparation for #4 (closed).
Uses the "full-width sections" design style to more closely match Figma guidelines, and in preparation for a full, scrollable list of issues (currently, the issue list is only n=1).
Original work was done in !53 (merged), but MR was broken up (this MR is part 1)
