Show feature_issue_url and condense report

To make table in reports more narrow this commits also shows non-crucial links below the flag name in the same column.

This MR also introduces a new dry-run mode via CREATE_ISSUE=dry-run to make testing easier by printing report issues' titles and descriptions to STDERR.
