refactor(terraform): :bricks: Provision only 1 S3 bucket

What does this MR do?

This is intended to provide a proof-of-concept for provisioning 1 object storage bucket, and configuring gitlab (with ansible) to use the 1 bucket for all object storage use cases.

Address !409, for the gitlab_ref_arch_aws.
