Try both sites when enabling maintenance mode on cloud native hybrid Geo

What does this MR do?

When using RDS, we fail the database over before running the failover playbook. This change will attempt both the current primary and secondary site to enable maintenance mode. This matches the behavior in an omnibus based installation.
