Adjust Consul data task to only run if nightly package

What does this MR do?

MR adjusts the Consul data clear task to only run on Nightly packages.

This was only added for the instance when an environment is being switched to Nightly and Consul data may not match as a result. It shouldn't run on the main path each time.
