What does this MR do?

Triggered by Failed to upgrade Gitlab from version 14.0.3 to 14.10.1

This action is called out in https://gitlab.com/gitlab-org/gitlab-environment-toolkit/-/blob/main/docs/environment_upgrades.md#follow-gitlab-upgrade-paths but is very easy to miss.
