Geo: Upload secrets to /mnt when not using nfs node.

What does this MR do?

Update the copy-secrets tasks as part of Geo playbooks to uploads secrets to the /mnt drive when not using an NFS node. Currently this is causing the secrets to get out of sync when failing over due to the current behaviour of downloading from /mnt but only uploading to /etc/gitlab
