Update GitLab repository GPG key before package setup

What does this MR do?

This MR ensures that GitLab repository GPG key is updated before setting up packages. In situations where GPG key is expired and must be updated (for example omnibus-gitlab#6701 (closed)) the package upgrade fails. With this change it will be updated before package setup/upgrade.
