Add Docker support to run GET environment from own machine

What does this MR do?

This adds a similar implementation used by the geo ansible project, where the environment required to run the code inside it is dockerized. The codebase is not copied inside the container, as it's intended to be mounted on your local filesystem instead of running as an immutable codebase.
