Update Elasticache apply immediately to be on

What does this MR do?

Follow up from https://gitlab.com/gitlab-org/quality/gitlab-environment-toolkit/-/merge_requests/406

Switches Elasticache to have the same behaviour as Omnibus VMs and RDS when Terraform is making changes.
