Switch Redis Sentinel to be colocated with Redis

Relates gitlab-org/quality/reference-architectures#60

MR adjusts the Redis setup to colocate Sentinel on the Redis boxes to streamline. This is a non breaking change upgrade.

Variables in terraform need to be left in to stop errors being thrown on existing environments but will be removed in the next release.
