Draft: WIP: Allow tags specific to gitaly

What does this MR do?

This will allow instrumentor to set tags that are specific to individual resource types.

Why

For fedramp compliance we have to label resources that store and process certain kinds of data with specific labels that are looked for by a fedramp mapping tool.
