Add GKE location to the node pool

What does this MR do?

Adding location https://registry.terraform.io/providers/hashicorp/google/latest/docs/resources/container_node_pool#location to the node pool to resolve provision error for Zonal GKE cluster. Without the location, terraform falls back to searching for GKE in region and fails as described in Error deploying zonal cluster in GCP (#911 - closed)
