Install terraform in Docker container, using mise

What does this MR do?

Following install of the terraform mise plugin, this installs terraform itself, using the plugin. Without this, one must install it manually in the container before executing terraform steps.

Fixes Terraform is not installed in the Docker container (#912 - closed)
