What does this MR do?

Adds the ability to restore RDS from snapshot

Tested on our 2k infra.

No infra changes if rds_snapshot_identifier has not been specified.

Otherwise, it will "force replacement" of the resource and restore the RDS with the corresponding snapshot.

As per the terraform doco, when defining snapshot_identifier, some values are not required.
