Add AWS RDS option for CA Cert Identifier

What does this MR do?

MR adds in an option for AWS RDS to manage the CA Cert Identifier via Terraform.

This is to optionally allow users to handle the upcoming RDS certificate rotation directly in Terraform if desired, although this can be done separately as well.
