Disable Object Storage Proxy Download when deployed on a cloud provider

What does this MR do?

MR disables the Charts default of enabling Proxy download for Object Storage when using a cloud provider service

This setting is disabled by default in Linux package but not so in the Charts due to MinIO being an option which would be internal only (and therefore require proxying). Since GET's config here would only be for AWS and GCP only, that support public endpoints for direct downloads we can make the change here due to the reduced scope. MinIO, while offered, is not for production and GET does not enable it accordingly.

  • For Terraform changes: set up a previous version environment, then run a terraform plan with your new changes and ensure nothing will be destroyed. If anything will be destroyed and this can't be avoided please add a comment to the current MR.
