Fix GCP IAM call to use member instead of binding

What does this MR do?

MR fixes an IAM call for GCP Service Account config to use the preferred google_service_account_iam_member resource instead of google_service_account_iam_binding as the latter here will overwrite any changes outside of Terraform, which is undesirable.
