Update Kube Prometheus Stack and Consul charts versions

What does this MR do?

MR bumps the optional Kube Prometheus Stack and Consul chart versions to latest and Linux package matching version accordingly.

Also refactors some config to be scoped correctly and allow for the ability to specify latest for the Kube Prometheus Stack.
