Handle signed-by GPG updates

What does this MR do?

MR addresses GPG key issue with newer GitLab apt repositories using the signed-by functionality instead of apt-key. It contains the following changes:

• GPG keys are now updated in the required manner for GitLab apt repositories that use the newer signed-by functionality.
• For repositories still using the apt-key functionality backwards compatability is maintained.
• Added variable for GPG URL to allow for changing as required.
