Draft: Adjust level where GCP Service Account User Role is set

What does this MR do?

MR adjusts what level where the GCP Service Account User role, which is needed to attach Service Accounts to resource, is configured at following best practice.

It's no longer required at the project level and instead is configured on each individual created Service Account with a configurable list of what members can use that role for the account.
