Fix variable definition for GCP registry replication

What does this MR do?

Follow up to !1157 (merged)

MR fixes an incorrect var definition that in turn was triggering the creation of GCP Object Storage config for Geo replication when Geo isn't enabled. Also adds in some additional safegaurds to only set variables when needed.
