Bump to Ansible 9.x

What does this MR do?

MR bumps up supported Ansible version to 9.x now that 8.x is EOL. 9.x looks to be fully compatible but of note it does require the host to have Python 3.10 installed.

MR also updates the process used to get latest Python package requirements for Ansible host to be Docker based (as it has been for some time) as well as provide the ability to install latest Ansible and python packages in Dev docker images.
