Add KMS policy attachment to Registry and Toolbox IRSA role

What does this MR do?

This MR resolves #782 (closed) by adding the KMS policy to the Registry IRSA role when both the registry creation is true and kms policy creation is true. It also adds the policy to the Toolbox IRSA role when the KMS policy is created and there are one or more nodes.
