Update documentation for 3.0.0

What does this MR do?

MR updates documentation for upcoming 3.0.0 as follows:

• Updates positioning to reflect status more accurately of optionated Terraform and Ansible scripts and calls out the industry standard Shared Responsibility model.
• Clarification on possible feature requests
• Various tweaks and fixes
