Manual release MR for v5.14.16, so that !942 (merged) does not wait for the weekly release.

This MR updates:

  • VERSION file to v5.14.16
  • CHANGELOG.md with new entries

It was prepared the same way as the weekly release job: git-cliff --bump for CHANGELOG.md, and scripts/changelog-metadata.sh for the metadata. v5.14.16 is not tagged in this repository or in the security repository.
