docs: document draft MR CI skipping
What does this MR do and why?
This tells agents to add [skip ci] to Draft MR titles while iterating, avoiding unnecessary MR pipelines similar to gitlab-org/orbit/knowledge-graph!2646 (merged). It also explains how to start CI when the MR is ready.

Testing
Documentation only. I've opened this MR with [skip ci] in the title to follow the new guidance.
Performance analysis
- This merge request does not introduce a performance regression. If a regression is expected, explain why.
Agent context - long-form analysis, file-by-file walkthroughs, profiler output, and alternatives considered
The workflow rules in .gitlab-ci.yml only create pipelines for merge requests, the default branch, and tags. Feature branches get no branch pipelines, so the MR title is the relevant skip mechanism. The trailing marker keeps the Conventional Commits prefix intact, and it has to be removed before merging because lint:mr-title runs on merge trains. This repository has no CLAUDE.md, so only AGENTS.md changes.
