Release 4.3.10

I am unable to use -patch1 from !258 (merged) due to the way gitlab and omnibus determine whether to add a v in front of the tag or not (see gitlab!131183 (comment 1555354003))

I do not think I can get the omnibus change + gitlab change backported to %16.3 in time for the release so I am bumping up another version.

This bumps up past current main branch version which is 4.3.9.

The next version bump in the main branch will move to 4.4.0 to get back to correct semantic versioning in !257 (merged).
