[EE] Add an E2E test of push with the file size limit set

What does this MR do?

EE port of CE fork MR: https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/24431

This MR is needed to resolve conflicts that would occur when merging the changes to app/views/admin/application_settings/_account_and_limit.html.haml from CE.
