[QA-EE] Toggle Gitaly N+1 detector via feature flag and run tests

What does this MR do?

EE port of CE MR: https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/26060

There were no conflicts but there are 2 EE-only scenarios that need to be tested to be sure the changes work with them:

• Test::Integration::Geo
• Test::Integration::GroupSAML
