Follow-up to improve Geo Nodes admin screen even more

In gitlab-org/gitlab-ee#3195 a lot of improvements were made to the admin screen of the Geo Nodes. Although there are a few rough edges:

• Mobile design not yet implemented
• Move "GitLab Version" to "Advanced"
• Add NTP status gitlab-org/gitlab-ee#4276
• Improve alignment of secondary vs primary
• Make design more flexy to text does not wrap if possible
• Tune height for the progress bars (https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/3545#note_50576036)
• Keep "Advanced" dropdown heading above the advanced content
• Align the items to right (https://gitlab.com/gitlab-org/gitlab-ee/issues/4268#note_50788572)
• Improve the way of showing GitLab version does not match the primary node version.

Currently the heading moves around, making it harder to expand & collapse it quickly:
