Part of https://gitlab.com/gitlab-org/gitlab-ee/issues/3838.

When setting up a CI/CD only project, we want users to have the best experience for it. This includes having an option to have the pipelines list as the project overview.

Proposal

When showing Project > Overview page for CI/CD only projects, show the list of pipelines. It also include dealing with an empty list of pipelines.
